Combine all of that with the fact that Carnival is now sailing year-round, and it is easy to see why interest in Norfolk as a departure point is growing fast.

Carnival Cruise Line is the cruise line that homeports in Norfolk, Virginia, currently doing the hard work is the Carnival Sunshine (2026) and according to a Carnival Cruise Line announcement, the Carnival Freedom will move to Norfolk in 2027. If you are unfamiliar with these ships, the Sunshine has recently gone through and major remodel and offers a more modern, family friendly vibe while the Freedom is praised as a more classic cruise ship but voted as still having the best layout across the Carnival fleet.

Carnival has actually been sailing from Norfolk since 2002, which gives the port a solid track record. But the big shift happened when Carnival committed to year-round service beginning February 18, 2025. To make this happen, the Half Moone Cruise and Celebration Center went through $12 million in terminal and infrastructure improvements, completed in 2025, to accommodate the Carnival Sunshine as a permanent homeport ship.

The Carnival Sunshine is a Sunshine-class ship that can comfortably carry more than 3,000 guests. Onboard, you will find Carnival WaterWorks (a full waterpark with slides), Guy’s Burger Joint, a Cloud9 Spa, the Serenity adult-only deck (three decks with a waterfall), SportSquare with a ropes course and jogging track, a casino, and multiple dining options. It is a full-featured Fun Ship, not a stripped-down option just because it sails from a smaller port.

Carnival’s expanded service is expected to bring more than 280,000 unique passenger visits to Norfolk in 2025 alone, so this is not a niche operation — it is a serious, growing homeport.

One of the best things about sailing from Norfolk is how much variety you get without needing to fly anywhere. Here is a breakdown of the destinations you can reach from the Half Moone Cruise Terminal.

The Bahamas is the most frequently offered itinerary out of Norfolk and the one with the most departure dates throughout the year. Sailings typically run 5 to 6 nights and operate year-round, with the heaviest schedule falling from winter through early spring and again in summer. You can expect stops at Nassau, Bimini, Freeport, Half Moon Cay, and Carnival’s own private destination, Celebration Key.

If you want a quick, sunny getaway without spending a lot of days at sea, a Bahamas cruise from Norfolk is the sweet spot. Nassau is a great spot and we loved visiting and exploring this island. When you visit make sure you visit Graycliff Cigars and The Bearded Clam both of these are staples and easily walkable from the cruise terminal.

Eastern Caribbean sailings out of Norfolk run approximately 8 nights, making them a longer and more immersive option. These itineraries typically visit ports like Grand Turk (Turks and Caicos), Amber Cove (Dominican Republic), Half Moon Cay, San Juan (Puerto Rico), and St. Thomas (U.S. Virgin Islands). These sailings are offered throughout the year, with good options in winter and summer months.

If you want that classic Caribbean experience with multiple diverse ports, this is a great pick from Norfolk.

Bermuda sailings from Norfolk are a fan favorite, and it is easy to understand why, Norfolk’s geographic location on the East Coast makes it one of the closer departure points to Bermuda in the entire country. Itineraries range from 4 to 7 nights, depending on the sailing. You will typically spend one or two days at King’s Wharf, Bermuda’s beautiful Royal Naval Dockyard area. These cruises run primarily from late spring through early fall, when Bermuda’s weather is at its best (roughly May through October).

We sailed Bermuda out of Boston and it was out first trip to the island. It did not disappoint and has become a “return to visit” location for our family. The island is beautiful, the locals are so friendly and helpful and the island just had so much to offer. The public transportation was easy to navigate as well.

In the fall, Carnival offers 8-night Canada and New England sailings that are a beautiful change of pace. These itineraries typically run from late September through mid-October, taking advantage of the foliage season along the northeastern coast. Ports can include Sydney (Nova Scotia), Halifax, and other scenic stops before returning to Norfolk. If you have never done a fall foliage cruise, sailing out of Norfolk for this route is one of the most accessible ways to do it.

The parking rate is $15 per day for passenger vehicles, including vans carrying up to 15 passengers. Payment is accepted upon entry by cash or credit card, and prepaid parking is also available online for those who want to lock it in ahead of time. Reservations are not required, but prepaying is a smart move during busy sailings.

What makes Cedar Grove work well is the full service it offers. Luggage is checked in right at the parking lot and transported directly to the cruise ship, so you are not hauling bags onto a shuttle. A free, ADA-compliant shuttle runs continuously between Cedar Grove and the terminal on embarkation and disembarkation days. The lot is fully fenced and monitored 24/7 by Norfolk Sheriff’s Office deputies, including camera systems. Your car is not just sitting unattended in an open lot.

For Uber, Lyft, taxis, or personal drop-offs, passengers can be dropped directly on Waterside Drive in front of the terminal, right near Town Point Park or you can also look into using Asphalt Lots which, as described above, are covered lots approximately 20minutes away but also have a free shuttle.

If you are arriving the day before your cruise (always a smart move), here are some of the best hotel options near the Norfolk cruise terminal, including a few that offer cruise-friendly parking packages. I have not personally stayed at any of these properties but customer feedback lists these as favorites.

Norfolk Waterside Marriott — Located at 235 E. Main Street, this is about as close to the terminal as you can get, roughly two blocks away from the Half Moone. Sheraton Norfolk Waterside — Downtown Norfolk’s only waterfront hotel, located just three blocks from the cruise terminal. It is a solid full-service hotel with good amenities and a prime location. The Sheraton has been noted as offering a park and cruise package for cruise passengers, making it a practical and comfortable pre-cruise option.

Residence Inn Norfolk Downtown — This all-suite hotel is approximately four minutes from the terminal. It offers a Park and Cruise special rate that includes a free hot buffet breakfast, seven nights of free parking with a one-night stay, and discounts at local attractions. For families who need a bit more space, the suite format is a nice touch.

Hilton Norfolk The Main — This upscale downtown hotel sits in the center of Norfolk and is a short distance from the waterfront and cruise terminal.
